加拿大移民 雅思考試？謝謝

博士臨近畢業，有碩士的diploma，在美國，沒有加拿大的offer。
請問不考雅思，寫個說明，這樣可行嗎？buffalo embassy 的website 建議
non-native speaker take Ielts test.但是確實事情比較多，如果可以不考當然好。
