1. That words mean you don't need to fulfill 2-year home country residency. I gusee you got your J1 visa from those countries which don't require 2-year home country residency. But I also heard you need a waiver as long as you are using Chinese passport. It's all up to you. But you may have problems when you try to change your visa status or apply for greencard. So, better to get a waiver, it's pretty easy.
