要填PermanentResidentAbroad申請嗎？-Landing CA

請問最近剛去加拿大landing過的同胞們-我們現在是H1,H4狀態，準備這周去加拿大landing,隻待2-3天就回美。看到最後給我們的信上寫著：You should wait until you have your Permanent Resident Card to travel outside of Canada. If not, you will have to apply for a Travel Document(Permanent Resident Abroad) before you re-enter Canada.

請問如果是short landing,我們是否要提交這份申請，在入境加拿大交還是出境加拿大交？
