I did my OPT using my first MS degree already. I am now working on another MS. I talked to my school councilor about applying for CPT or OPT using this second MS degree. However, to my surprise, he said that I don't have any OPT any more because i used my OPT for the first MS. To get another OPT, i will need to move to a higher level degree - a Ph.D. in my case.

Is that the correct understanding?
