懇請幫忙，TSC EB1-A 收到RFE, 非常感謝！

July 20 PP，July 22 中午收到email告知需要補充材料。昨天（July 27）收到信得知具體內容。

從信的內容來看，officer根本沒有看過我的申請材料。開始就是
“Further evidence is required to show that you (the petitioner) are of national or international renown in your
field. Please submit at least three of the following:” (還加黑了 “three”)

然後把所有條款都很general的列了出來。

實際上，我確實就隻claim了三條：
1. alien’s original scientific contributions of major significance in the field
2. alien’s authorship of scholarly articles in the field in major trade publications
3. as a judge of the work of others

最搞笑的是這一條：
“Have experts in the field recognized the beneficiary's work? Have the beneficiary ever been cited and if
so, how many times? If petitioner has been cited, provide a list of her citations and number of times.
Please provide a citation index of your citation.”

在我的 petition letter 裏, 我清楚地列出一共有 78 citations, 而且非常詳細地列了每一篇文章分別被誰誰引用，包括文章名字，作者，出處！

最後要求有 research plan, 在我的 petition letter 的最後，我確實已經清楚地陳述了我的 research plan.

我的背景：

美國普通學校的PHD, 10 English journal papers (8 first author), + several Chinese papers, 6 English conference proceedings, and three English articles in my field newsletters, 16 international conference presentations (10 first author).

沒得過什麽大獎，沒有媒體報道，隻有專業協會 membership. 所以也就沒有claim 這些。

我知道自己背景一般，但是收到這樣的RFE還是很氣憤，因為覺得officer根本沒有看材料。請大家幫忙看看我應該如何回複，非常感謝！感覺就是再把申請提交一遍。

Following is the RFE letter from the officer:

Further evidence is required to show that you (the petitioner) are of national or international renown in your field. Please submit at least three of the following:

If beneficiary has received awards please explain how your awards, prizes and certificates as a Physical Scientist have national or international recognition. For example, have persons of national or international renown received the same awards, prizes and certificates as you? Have the awards you received been widely covered by the media? Are candidates for the awards, prizes and certificates drawn from an entire country? From two or more countries? From a limited area such as a city or region? Who is eligible to complete for your prizes, awards and certificates? How many people have received the same awards as you? What are the criteria for receiving these awards? How do the awards and other evidence you have submitted define you as one of the small percentage who have risen to the top of your field? Please submit evidence in support of your response.

Submit evidence that any events in which you performed have a distinguished reputation. For example, were the events in which you participated widely publicized through the media? Have renowned individuals at the top of your field participated in the events? Have the events had exceptionally large attendance? Please respond in detail and submit evidence in support of your response.

Submit evidence of your membership in associations who require outstanding achievements of their members. Include documentary evidence of the criteria those organization(s) apply in determining eligbility for membership.

The published material submitted about your work must clearly indicate that the work is significant. An unevaluated listing in a subject matter index or footnote, or a reference to the work without evaluation is insufficient. Include evidence, that the media through which your work has been publicized can be regarded as "major", for example by having a large circulation or a history of treating the work of renowned individuals.

Petitioner has met the requirement to serve as a judge of the work of others in your field.

Has your work been used or implemented in any way by others, either within or outside of your profession? Evidence that those outside of your circle of colleagues and acquaintances consider the work import is especially valuable. Please respond in detail and submit evidence in support of your response.

Have experts in the field recognized the beneficiary's work? Have the beneficiary ever been cited and if so, how many times? If petitioner has been cited, provide a list of her citations and number of times. Please provide a citation index of your citation.

If you command a high salary or other remuneration for your work please include evidence of the normal or usual level of remuneration of others who perform your work.

Instead of submitting three of the listed forms of evidence, you may submit evidence that you have a received a major internationally-recognized award. Include evidence of the renown of that award, such as evidence that renowned individuals have received the award, proof that the prize or award was available to candidates internationally, or proof that only the small percentage at the top of your field are eligible to receive the award.

Please explain how your position as a Scientist makes you an alien with extraordinary ability.

Please describe in detail how you stand apart from other individuals in your field to the extent that you are within that small percentage who has risen to the very top of your field? Please respond in detail.

Please submit evidence that you sill continue to perform work in your field in the United States. Submit (as available) copies of contracts or evidence of prearranged commitments. If no such documentary evidence exits, please submit your own written statement outlining your plans for continued work in this field in the United States.
