請問公司這樣做合法嗎

公司說要給我sponsor綠卡，隻是出DOL regulations要求的那部分，剩下的全部要我自己出。公司找了個律師，告訴我必須用這個律師。
關鍵是這個律師的費用離奇的高，我最後算了一下，我大概至少要1萬1千美元的樣子。
可是該律師卻charge公司非常正常的費用，perm（法律要求公司出），要求3500（2000的paper work，1500打廣告），(當然費用可能長，比如發生audit的話＋1000）

HR的人告訴我，我必須用這個律師，我沒有選擇。
