in prison for 2 years CAN be a problem for B2 or for immigrant visa. So he should work on the 因政治問題進去 part and plea with VO. So he can get B2 or be paroled (not advance parole) into US. in the latter case, he doesn;t even need to get Chinese passport to travel. (in case PRC refuse to issue passport)
