You have to obtain a H1b or a L visa first and you then can apply for GC. Since your hu*****and does not work for a Canadian company/government agency, you have to pay attention the residence requirement set for a maple card holder, i.e. stay in Canada for at least 2 years within 5 years. Otherwise you may lose your maple card.
The easiest way is that your hu*****and apply for us GC and you can apply at the same time as his dependent.
