Help on H4, asked to go w/ H4

My wife goes for H4 in shanghai recently. The VO give her a paper and saying you should apply together with your hu*****and.
What should I do? Is it easy to get the visa if I go back?
Is it better to get my visa in Canada first and then go back or not?
