about VB

One thing I don't get it. On June, the cutoff of EB2 was 15Feb2005. Now for July is 1Jan2000, which means the number of the whole FY has been used up as suggested by some one in this forum. We know that the FY CAP for china EB2 is 3500 according to icall, which supposes to be divided into 12, that is about 300, for each month usage. My understanding is that if there are as little as 300 number available for China EB2 in the coming August the cutoff will be at least back to 15Feb2005. If more than 300 available we then should have some moving beyond 15Feb2005. And that's what happened last year. Am I right? Cheer up, guys. Let's see what's going on next month.
