請問有"境外激活H1B隻能提前30天簽證"這個說法嗎？

我網上搜了搜，並沒有發現這個30天的法律條款，但有人卻肯定的說有這個
限製。請問這是真的嗎？

忘了說了，是準備在上海領事館激活今年10月1號生效的H1B。
