The child/children can get green cards entering US

See the USCIS-Beijing Office's Email regarding this quesition:
The children could apply for admission pursuant to INA§211, 8CFR§211.1(b). U.S. immigration law states that a child who was born during a temporary visit abroad to a Lawful Permanent Resident mother, who is making her first trip to the United States within two years of the child’s birth.

When your wife is ready to bring the twins back to the U.S., please make an appointment with office to apply for a Transportation Letter on behalf of the new born children with this office.
Attached is the application form.

Your wife needs bring her passport, green card, reentry permit and bring the children’s passport and 5 U.S. visa application photos of the children , Birth certificates of the children and a Notarial translation of the Birth Certificates. Both of your wife and the new born twins are required to appear in person to submit the transportation application.
