can i re-apply H1B from COS?

I was working on H1B and I started to use my EAD at the time when the H1B become 3 years. My employer canceled my H1B after I used EAD.

If I'd like to move back to H1b in case of 485 deny. Since my H1 is not 6 year yet, can I re-apply it? Do I have to apply like a brand new H1b(wait to apply in next April) or I just have to apply again at anytime? I have canadian passport I guess I do not have to re-enter the USA if my H1 approved?
