As long as the NiW I-140 is not denied, you can extend H1 B beyond 6 years using your pending > 365 days NIW I-140 (or approved NIW I-140). And with that NIW I-140 pending or approved, you are not eligible to file premium processing I-140 under current I-140 PPS rule.
