替父母申請綠卡

替朋友問，朋友剛拿綠卡，她可以為其父母申請綠卡嗎？如果不能，公民能為其父母申請綠卡嗎？如果能，為什麽在visa bulletin 上，家屬移民看不到為父母移民的排期？謝謝。
