I130 CONFUSION

幫哥哥申請I130 (Immigrant petition for relative,fiance,or orphan). 我是2006年提出申請的，我received an approval notice from USCIS two days ago. It says that "The above petition has been approved. We have sent the original visa petition to the Department of State National Visa Center (NVC)."

信上還說"please allow at least 90 days before calling the NVC if your beneficiary has not received correspondence from the NVC."

Q:
1）一般還要多久，哥哥可以收到領事館的通知？
2）公民申請哥哥不是要12年嗎？由遞表到現在，我隻等了3年。我查過USCIS 的網站，哥哥的STATUS 沒有變，但我卻收到了APPROVAL NOTICE. 是鬧劇還是真的？
