if you have a past H1 approval using cap number, you don't need to use a new cap number. You can start immediately once new company transfer petition is received by USCIS. Also USCIS has a strange interpretation about non-cap H1 transfer to cap H1. You can start the new job during transfer pending, but once the transfer is approved, you have to stop working and wait until Oct 1 to start again. There is also a rule starting last year that non-cap H1 can start a CONCURRENT cap H1 job after filing concurrent H1 petition as long as the H1 keeps employment with the non-cap employer.
