Suppose that you have I140 approved while at company A and have only 1 year left on H1B, you transfer H1B to company B and in the mean time, you renew H1B for 3 years due to I140 approval (and still waiting for priority date of I485).
1 year later, if you want to transfer H1B to company C, can you still do it?
- Yes, when you're still eligible

I guess not, since the 6 year H1B is used up (even if there are still 2 year left due to the renewal conditioned on I140 approval), and company A most likely has withdrawn the approved I140.
