１。　遞交I-290B 申訴期間可不可以通過馬上申請 H1 （公司願意出麵申請） Or H4 （我是H1），　或另遞交一份　１４０／４８５以保持身份？

Yes, she can apply H1/h4 whenever.

　２。　老婆申請 H1 /H4是不是 必須出境簽證？

most likely.Depends on whether the I-797 she will get has I-94 or not.
