If you have a college degree (BA/BS) you can get H1B when you find a professional job that employer is willing to sponsor, the cap number is not yet reached.
Don't forget every year, tens of thousands of Indians enter US for the first time and they are here to work (on H1B or L1 visa status), they never have US degree or never been to US before.
