The main problem is how can he get green card. It's unlikely to get green card as a doctor unless he will be willing to work in those underserved area for about 5 years. Samething happens to us who graduated from foreign med school, we can take board test and get license, but we cannot match for practice before get green card, otherwise we have to leave this country.
