My lawyer says that the DOL has a job classification system which includes the normal requirements for each position. For example, mechanical engineer is listed a normal requirement as bachelor's degree plus two to four years of experience, which is EB positions. Anything exceeds normal condition requires justification.
I am not sure if the position is Sr... Engineer will make difference. You probably can check with your lawyer or review DOL's website.
