I suggest that if possible, your daughter can file H1 application now using premium processing to get it approved within 15 days. Then, if needed,she can go to China to get an H1 visa. because her status is still valid from now until during the Motion to reopen, she should have no problem to get the h1 visa. If the Motion to reopen application is denied, her status will be illegal counted from the date of I-485 is denied.
