請問公民轉綠卡的問題,多謝!

請問公民轉綠卡需要五年還是4年9個月啊?為什麽大家說4年9個月可移民局網上說五年啊?
如果交了申請表後搬到另外的州,不屬於同一個移民局怎麽辦?
