Is this a normal second finger print notice?

I got this notice today.

Can someone tell me if this is a normal second finger print notice?

Or my case name check has not started yet?

"The FBI was unable to process your fingerprint card. In order for the U.S. Citizenship & Immigration Services (USCIS) to continue processing your
application, it will be necessary to have your fingerprints re-taken. "
