因為H1已經用過兩年，很擔心在未來的4年裏處理不完身份問題，懇請大家給一點幫助和建議，謝謝。
我去年10月給NE簃民中心遞交的NIW申請，4月8號他們 寄出了RFE信。當時我做的是GIS和水土保持的博士後，今年一月我轉到TX做TENURE TRACK的教職，還是GIS和水文行業。從博士期間到遞交NIW，做過USFS和NASA的項目，有兩個軟件在行業內有很多人使用，但一共隻有一篇期刊文章（第一作者）和一篇會議文章發表。當時還有兩篇期刊文章被接受，今年年初正式發表（至今還沒有被引用）。
1) NE還是給了我很長時間做RFE(7.1.2009), 請問這是正常情況嗎？
2) 對第一段括號中的話怎麽理解？
3）如果到六月我的文章還是沒有被引用，怎麽辦？並且最後的兩篇是在遞交NIW後正式發表（在NIW申請中有列出），在RFE中提及有用嗎？
4）怎麽應付第四段的RFE？
做博士後時對身份很緊張，所以在文章不強的情況下遞交了NIW。再過幾個月，我可以通過學校遞工作based EB2 或EB1，還有就是我聽說TX移民中心會鬆一點，我如果撤回上一個NIW申請，再向TX移民中心遞一份基於目前情況的NIW，會好一點麽？但這個撤回申請會不會有很大的負麵影響？

You must establish you have a past record of specific prior achievement that justifies projections of future benefit to the national interest. You must establish, in some capacity, your ability to serve the national interest to a substantially greater extent than the majority of your colleagues. You must demonstrate to some degree your influence on your field of employment as a whole.
