It depends whether your PD is current. EB2 now is 2005 FEB 15, which mean if your perm (LC) DATE (not approval, but date of submission is PD)IS BEFORE that, you are eligible for I-485. Otherwise, you can only submit I-140. EB3 is unavailable, which means no I-485 will be accepted.
