yes, the age is frozen.
After retrospective calculation using CSPA, it is determined that the date of your filing I-140 in June 2007 is the date his age is now forzen at.

You are lucky that the I-140 was approved before August 17, 2007. If I-140 was approved after that, the next PD current date may be several years after.
In fact, because 2007 PD never was current regarless of EB2 or EB3 after Sept 2007, you cannot even start to calculate CSPA age yet.
