"it doesn't matter if you ted your 485 or not."?

What do you mean "it doesn't matter if you s-u-b-m-i-ted your 485 or not."?
Of course uscis can only process your 485 after you sub-m-i-ted your 485. What's does it mean "doesn't matter"?
