I think the reason is that there are not many EB2 who needs to be approved before the current cutoff dates, a lot of people submitted their 485 before Oct 2005 and many got approved already. The current cutoff date stays at early 2005, leaving many EB2 not eligible to be approved (like the ones submitted 485 after oct 2005). It is just strange that why the visa bulletin not moving for a long time! at least it should move to early 2006, I just don't want to see the chaos again like what happened in July 2007!
