anyone except legal F1 status holders can enroll in public K-12 free. Even illegal aliens. When assylum fails, it usually ends up with two possible results, the good one is withholding deportation by a judge, the bad one is voluntary departure (you must leave or you cannot file I-485 ever again) or stay in ICE detention until deportation.
