An NIW applicant doesn't necessarily have a job offer when a 485 is pending. So a lay-off will not automatically trigger a RFE as long as the applicant can find a job in the same field of expertise in a reasonable time or can prove s/he can do so in a reasonable time.

It of course helps if the applicant stays employed. However s/he needs to make sure the employment is in the same field of expertise claimed in the approved NIW I-140. If this requirement is satisfied, I'd suggest that your friend follow the hiring procedures as if he will hire you for real (job descriptions, payroll, and even tax etc).
