According to a memo I read, an IO cannot deny a case outright just b/c of dissimilarity in jobs. In other words, you will always get a RFE or NOID if the IO finds the new job is not similar. The criteria are soft thus it always depends on how you defend your case.

To my understanding, among the three criteria, the similarity on "job duties" is the most important one. The job code doesn't have to exactly same as it's used as a secondary indicator. So is salary. I'd say you don't have to worry about it if the new salary is not 25% more/less than the old one.
