No,
when LC/I-140 is no longer pending, you can't file for 7th year H1 AND such pending I-129 should be rejected. However, your 7th year is valid for its whole approved period when decision on LC/I-140 comes after H1 extension approval. Then it will only affect your 8th-year extension.
