Pjiang, please answer ,apply H4 issue , thanks !

my girlfriend in A state, OPT status( 2.5 months used) in one tiny company , my current visa is H1b in non-profit university in B state .I like to apply H4 for her as her company not good.

Just wondering ,

after she come to my place then to apply H4
or

apply H4 firstly , then quit that small conmapny job ? no gap ?

which option is better ? thanks !
