j-1 ---> f-1 ---> h1

以前j-1來美，在美國轉成f-1 讀書， 中間回國多次，現在opt 找工作， 最近才聽說如果以前有用j-1 需要豁免。我找出我的IAP-66表， 左下角關於回國2年的欄，既沒有選 is not subject to the two years residence requirment 也沒有選 is subject..., 下麵也沒有officer的簽名。
我該怎麽辦？
可不可以沒有豁免申請h1?
