I140 pending at vermont

My I140 was filed to Vermont service center as EB-2 on Oct.2002, and still pending right now. Is it normal? Anyone has similar situation? My friend's case (both I140 and 485), filed to same center on march,2003, has been approved last month. it made me very upset. Thanks for response.
