It is pretty simple to file a Pro Se. First check the website of Federal Court at your state. You will find plenty information about instructions and procedures for pro se. What you need to do is to write your complaint, prepare your exhibits (evidences), file up a civil cover letter. Then it is ready to visit your the Federal Court close to you and talk to the clerk. Clerk will ask you to fill up summons and pay fees ($350) (clerk will not give any legal advice, he only checks whether the necessary documents are there). Then about 2-4 weeks, you will receive stamped summons and a court letter from the assigned judge. Mail the summons together with a copy of complaint and civil cover letter to defendants (USCIS, US attorney and etc) by certified mail with return receipt. At this moment, you have done your job. Defendants have to respond within 60 days. Generally if USCIS loses one case, it will lose every single similar case. Therefore, USCIS will never risk to go to the court together with you. So we don't actually need to worry about our poor English and knowledge about law. There are plenty templates for complaint online. Just google it. It may only take two weekends to prepare it.
