Please help: can B2 give birth here?

I invited my sister to come here visit me. She got her visa by the end of last year and plan to come over this summer. But recently she was accidently pregnant, it is not easy for her to get the visa, we don't want give up. If she still come over and give birth here, is it legal? any trouble for her? thanks a lot for your help.
