485 REF: Birth Certificate, please help

Dear All:

I got a RFE letter today to request Birth Certificate.

The following is the information:

Submit a copy of your birth certificate showing your parentage which has been registered with the proper civil authorities of the country of your birth. You must submit a birth certificate in the form of an extract from the National Archives in Port-au-Prince, issued since July 12, 1983.

What do the above words mean? Especially ``a birth certificate in the form of an extract from the National Archives in Port-au-Prince, issued since July 12, 1983''.

I already submitted a notarial birth certificate when I filed 485 two years ago. The notarial birth certificate was from City (A),China where I worked there previously. I was born in City (B),china.

Anyone has such an experience to share? Or anyone can tell me what I should do to prepare for this?
