PD is carried over?

My case was EB3, PD 03/2005, 140 approved,
EB2-NIW 07/2007, 140 approved,
I gave him my NIW 140 approval letter. Will he link two cases as my attorney asked? Before I had my interview, my attorney said usually he could give me green card soon. Is that true?
