just swipe their machine readible passport, the visa number link to previous I-94 number and link to all their USCIS application related to that I-94 #. If they change the passport, they must still bring the old canceled one with the visa stamp. CBP will type in the visa # and get all their info related to the previous stay (previous I-94 #). The only info that might not in the system is the last departure date, if they did not surrender the I-94, but CBP can ask and they cannot really lie.
