B學校管人事的人說，我老公需要申請新的H1B，並且需要6個月的時間（他建議我們自己出$1000,辦加急）。他的說法對嗎？

我們覺得隻要我們目前的合同到期前，隻要B大學給提交了H1b的申請，拿到receipt number就可以了。

簽證可以transfer過去嗎？
