G-28 form 律師委托書的疑惑---問Pjiang老師

從以下連接可讀到Pjiang老師的“律師委托書 G-28 和終止委托”
......自己來填這個表，一般是解除和律師的關係，即不再允許律師來代表自己和移民局打交道。......

但我從移民局網站看到以下講法，
.....A form G-28 is not acceptable unless signed by the authorized representative and the petitioner (re: petitions) or the applicant (re: applications).....

根據移民局的講法，G-28隻有在representative和petitioner or applicant簽名後才有效。那麽，個人能交G-28嗎？
請老師解釋一下兩個講法的一至或不同。
