On PERM form 9089, the only requirements you can put in are education (degree/field) and experience (years/months). You cannot put in any other requirements in text/verbal descriptions.

There is another text field you put in job duties. But this plays no role in determining a candidate's qualification. As long as a candidate has the required edu/exp, he is minimally qualified and perm is screwed.

When you advertize the job, you can put extras in job duties/descr!ptions but you can put make these as requirement. If you do, your ad and form 9089 do not match in terms of requirements, and perm will be denied if it gets audited. You can only put the same requirement (degree/exp) in the ad.
