yes , denial does not need PD current, but if your case has finished all the processing and just waiting for PD, usually the officer will not touch it until PD is current, then the officer will find out that the case need to be denied. So, in this condition, unless there is anything triggering the officer to look at your case, it won't get denied until some time after PD is current.
