It is true that NIW I-140 cannot be filed with Premium processing. Because you have all the material for NIW, you can modify the focused key points and try to file EB1A with I-485, you will get H1 status (will need to reenter to get it) once I-140 pending for 1 year. Or you can plan months long oversea vacation before H1 expires and return with H1 visa stamp and recapture time spent abroad as well as 7th year H1. Or change to H4/F2/F1 and wait for I-140 1 year, and you can COS back to H1B without the need to leave US.
