PERM of his type must include Sunday newspaper advertisement. Also if his company has lay-off in last 6 months, also need to show that his job title was not among those got cut. Also, if American workers do fit PERM recruitment, it just means the PERM cannot be filed. The employer can still keep him and not hire others.
