You may google search the name of senator in your state (there are 2 senator in each state), then get into the senator's homepage, where you may have contact information.
It is upon the senators/congressmen. Some of the senators/congressmen are willing to help if your case has met all criteria for approval. On the other hand, some of them just do the routine work (initiate a inquery without letting USCIS know the problem of your case).
