You still need to find a employer who agrees to hire you before your GC get approved by Consulate Processing. This employer must be sure to hire if you get GC.

If you work in US for an employer, this should have no problem. But if you are in China, you may not be easy to find a potential employer. That is why most people get their GC iwithin US through EB base.
